You can install this skin with Wooxy:
1. Download Championship Wukong.
2. In Wooxy, click “Skins” > “Import skin” > “Add package” and select the downloaded zip file.

Does this skin replace regular (base) Wukong skin,or do you have to have the Underworld Wukong skin?

uhm this is not custom skin. Riot made this skin and its called underworld wukong. this guys is just stealing it and claiming it as championship wuking

its a custom skin :D colors and icons on the skins are modified compared to the original underworld wukong skin :) not claiming anything. just sharing my own perception of how to make the skin look better.
